Placing adsense on free templates?


I am just playing around with the idea of putting my adsense ads on free web templates that I create for other website owners to use. Would this be allowed by google. I know its risky in that people could have sites not allowed by google, but the website owners would be free to remove the ads if they wish. What do you guys think, is this just a plain dumb idea?
